Broad-Based Black Economic Empowerment (B-BBEE) compliance is a process and should be viewed as long-term as opposed to a short-term once off event. At EconoBEE, we offer various solutions to assist clients achieve a compliant BEE Status.

The Problem!
BEE is a complex business task which consumes a considerable amount of time and resources. It needs a strategy planned with commercial logic, which is then properly implemented and monitored in a way that makes complete business sense.

Choosing the appropriate competitive B-BBEE strategy is a sophisticated endeavor requiring knowledge and familiarity with the minute intricacies of the B-BBEE Act and Codes of Good Practice. The lack of expertise in many companies countrywide hampers the successful implementation of the B-BBEE Codes in their operations.

What we do
Management Scorecard – Develop an internal scorecard representing your current year to date BEE Status. Our consultants will request relevant information pertaining to all aspects of the BEE scorecard from you. This will help us further understand your business activities while also allow us to start targeting key aspects on your BEE scorecard.

This step is designed to help drive organizational performance to higher levels. It will help affirm strengths and identify weaknesses.

We will use our online software tools (EconoBEE Version 4 and BEE Procured) to help our consultants calculate an accurate BEE Scorecard. These tools will be accessible to relevant staff during the entire process giving you all access to all data throughout this process.

We gather source documentation. This will either involve our consultants requesting this information from the relevant stakeholder or attempting to gather documentation directly from the source. We will constantly monitor your BEE status during this process to ensure no points are lost.

We will also identify common aspects where companies have already invested in some, if not all of the elements of empowerment but have difficulty in claiming those initiatives.

Our consultants will assist you with a practical strategy. This strategy is aimed at increasing the number of points, reducing the time spent and reducing the overall cost of each point. We will revisit the scorecard to ensure that every single point has been accounted for and documentation thereof provided.

We will assist you to optimise your points through strategic advice and practical thinking that ultimately makes complete business sense.

Future Scorecard Requirements – BBBEE is a process, not a once off event. As each scorecard is verified so the next period begins and the work involved starts over. At this point we will help you find additional points, prepare a scorecard for future years and check to ensure you have not left something out.

Verification Support - This is the audit phase and offers assurance that your scorecard is correct. The verification agency is there to provide an impartial, independent and detached measurement. They are not able to offer advice, in the same way EconoBEE is not able to offer the verification.

Our consultants can identify suitable verification agencies and hold your hand during the process. The document pack prepared will be used by the agency to verify information. Our consultants will also act on your behalf to “argue” your case to a verification agency to ensure you earn all the points you deserve while ensuring the process is quick and smooth.
B-BBEE Training - Knowledge of B-BBEE will equip relevant stakeholders with the know-how required to properly implement BEE. Training will ensure staff actively become involved and identify existing BEE activities.

Skills development is a long term. It needs to be implemented consistently, measured regularly and adjusted as requirements change. The WSP (Workplace Skills Plan) and ATR (Annual Training Report) need to be submitted annually.

The Setas, as well as SARS provide grants and tax allowances for certain training. We will help you implement training that is fit for purpose, as well as maximize the financial benefit to your company.

Implementing successful, sustainable skills development can be a daunting process for any experienced HR manager, let alone general managers and supervisors in a business.

The recent changes to the BEE codes of good practice require companies to spend more money on skills development with a specific focus on spending money on skills development for unemployed people.

Employment Equity Compliance, Analysis, Planning and Reporting are vital components required to be done correctly for designated employers in South Africa. Although the final report is a summary view of the staff profile, it needs to be analysed and managed thoroughly by your Employment Equity committee throughout the year.

The Problem!
Designated employers are required to submit an updated, accurate Employment Equity Plan (to be completed) annually. Electronic submissions are required to be done between October and January. Designated employers need to as far as possible achieve the targets in the plans or risk visits from the Department of Labour. Section 16 of the Employment Equity Act requires designated employers to have an Employment Equity Committee. The committee needs to guide and carefully monitor the company’s statistics on a regular basis to ensure compliance with the plan.

What we do
We are able to re-work existing data into a format that can be submitted to the Department of Labour. This report will take into consideration current staff, recruitments, terminations, disabilities, barriers and affirmative action measures needed to mitigate the barriers.

We will assist with the goal setting and targets for the next Employment Equity plan as required by the Department of Labour, taking into account the national or regional EAP stats. As sustainable Employment Equity requires constant monitoring and decisive actions, our consultants will sit in during all Employment Committee meetings. Our consultants will be prepared to do presentations on your current demographic statistics and highlight potential shortfalls or gaps. This will ensure that proper discussions take place to improve your demographic statistics and make sure that succession planning, combined with skills development has the desired outcome.

If your company is audited by an inspector from the DOL, our expert Employment Equity consultants will be there with you to present your progress.

Non compliance with the Employment Equity Act can carry extremely large fines. Practically, the cost of any fine – however large – is insignificant considering the impact staff can have on a business. It is important for companies to plan ahead in a sustainable way, else risk certain failure. The Employment Equity reports aren’t simply forms that need to be filled in once a year and forgotten about, the Employment Equity reports form a critical component to overall Employment Equity success.
